Review summary

City Developments Limited submitted its 2025 Integrated Sustainability Report which includes its TNFD Report to the It’s Now for Nature campaign and met all the review criteria to take part in the campaign.

  • City Developments Limited (CDL) conducted a double materiality assessment to address nature-related dependencies, impacts, risks and opportunities across its value chain. This is framed within a broader mapping of its activities to the Sustainable Development Goals (SDGs)
  • CDL followed TNFD’s LEAP approach and used tools like ENCORE, IBAT, WWF Water Risk Filter, and Xylo systems to support its materiality assessment.
  • The focus areas addressed are: Greenhouse gas emissions, water and waste.
  • Impacts: Noise disturbances, light disturbances, greenhouse gas emissions/air pollution, soil pollution and water pollution.
  • Dependencies: Rainfall pattern regulation, visual amenity services, soil and sediment retention.
  • Risks: Loss of ecosystem services creating ad-hoc shocks or patterns, interactions with other ecological issues, increased cost of raw materials, shifts in consumer preferences, rising cost in stormwater management, increased expenses from renewable energy mandates, water scarcity and rising costs.
  • Opportunities: Resource efficiency – water and energy, use of native species and natural landscape integration, substituting natural resources, reputation capital, capital flow and financing, innovation through grants.

  • City Developments Limited has smart targets for greenhouse gas emissions, water and waste with a deadline of 2030.
  • Carbon and energy
    • Reduce carbon emissions intensity by 63% by 2030, using 2007 as the base year, for CDL’s corporate office and operationally controlled buildings in Singapore.
    • Reduce energy use intensity by:
      • 55.7% for office and industrial assets by 2030 (baseline: 2007)
      • 55.7% for retail assets by 2030 (baseline: 2008)
      • Achieve net-zero operational carbon for all wholly-owned and directly managed buildings in Singapore by 2030, and for the entire portfolio globally by 2050.
  • Water and waste
    • Reduce water use intensity by:
      • 9.5% for office and industrial assets
      • 10.8% for retail assets (compared to 2007 and 2008 baselines, respectively).
    • Reduce waste intensity by:
      • 8% for office and industrial assets
      • 5% for retail assets.

  • City Developments Limited’s concrete actions to meet its targets are focused on waste and water management and improving energy systems.
  • For example:
    • All buildings in Singapore are PUB-certified Water-Efficient Buildings. CDL enhances water efficiency through rainwater harvesting and real-time monitoring.
    • CDL has retrofitted existing buildings with predictive cooling systems, smart lighting and low-energy HVAC.

The Board Sustainability Committee (BSC) has oversight of nature-related risks, opportunities, and initiatives that drive management and disclosure of nature-related risks and impacts. The Chief Sustainability Officer reports directly to the BSC, which, as of 31 December 2024, comprised four independent directors as well as CDL’s Group CEO. To achieve effective integration of sustainability throughout the Company, the CSO chairs the Sustainability Committee, which comprises members across all departments and operational units.
